ABSTRACT This article aims to identify features of the school education carried out at the Educational Center for Minors (Centro Educacional para Menores [CEM]) between 1972 and 1982. This paracriminal institution, created by the Government of the State of Santa Catarina, in southern Brazil, from the perspective of the Minor’s Welfare Foundation (Fundação do Bem-Estar do Menor [FUNABEM]), had as its main goal to shelter male minors regarded as antisocial who lived in the Greater Florianópolis. The first part of the text describes how, from a bureaucratic-administrative viewpoint, the building of the CEM took place, as well as it provides a profile of the teenagers and young people admitted to that institution. And the other part of the text analyzes the national and state-level guidelines that governed school education.

RESUMO Este artigo visa identificar as características da educação escolar levada a cabo no Centro Educacional para Menores (CEM) entre 1972 e 1982. A instituição parapenal criada pelo governo do estado de Santa Catarina (Brasil), sob a ótica da Fundação do Bem-Estar do Menor (FUNABEM), tinha por objetivo principal abrigar os menores de idade do sexo masculino considerados antissociais, que habitavam na região da Grande Florianópolis. Na primeira parte do artigo, buscou-se descrever como se deu, do ponto de vista burocrático-administrativo, a edificação do CEM, bem como apresentar um perfil dos adolescentes e jovens internados na instituição. Na outra parte do artigo, centra-se o foco da análise nas diretrizes nacionais e estaduais que nortearam a educação escolar.

Resumo: Entre 1978 e 1989, a Organização das Nações Unidas promoveu um debate com o objetivo de produzir uma normativa internacional para a população infantojuvenil. O artigo analisa o documento que sistematizou essas discussões, produzido pela organização não governamental Save the Children, acerca da Convenção sobre os Direitos da Criança, intitulado Legislative history of the Convention on the Rights of the Child. São abordados os debates que deram origem aos Artigos 1 e 2, pilares no processo de construção da “criança universal”, sob a perspectiva dos direitos humanos. A definição do início e do fim da infância sob a perspectiva do direito internacional público e da garantia da igualdade jurídica para meninas e meninos balizaram o debate do Artigo 1. Já o debate sobre o Artigo 2 foi pautado pelos temas da garantia de direitos para a prole nascida fora dos casamentos considerados legais e para as crianças migrantes internacionais.

Abstract: Between 1978 and 1989, the United Nations held a debate aimed at producing a treaty for the child and youth population. This paper analyzes the document that systematized these discussions, produced by the non-governmental organization Save the Children, which addresses the Convention on the Rights of the Child, entitled Legislative history of the Convention on the Rights of the Child. The debates that gave rise to Articles 1 and 2 are discussed, pillars in the process of building the “universal child,” from the perspective of Human Rights. The definition of beginning and end of childhood from an international public law viewpoint and the guarantee of legal equality for girls and boys marked the debate on Article 1. In turn, the debates on Article 2 were guided by the themes of guaranteeing rights for the offspring outside legal marriages and for international migrant children.

Resumo Este artigo visa demonstrar que as ações de caráter filantrópico em favor das populações infantojuvenis brasileiras pobres foram norteadas por discursos relativos a relações de gênero e de classe social. Inicialmente, com base em análise quantitativa e qualitativa, apresentamos o perfil das meninas pobres acolhidas entre 1904 e 1930 no Asilo de Órfãs São Vicente de Paulo, principal instituição de abrigo do estado de Santa Catarina (Brasil) para meninas. Posteriormente, descrevemos quais foram as atividades desempenhadas pelas meninas após a saída da instituição. Entre as atividades desempenhadas por elas destacam-se os serviços domésticos, o exercício do magistério e a carreira religiosa.

Abstract This article aims to demonstrate that philanthropic actions in favor of poor Brazilian children and youth populations were guided by discourses related to gender and social class relations. Initially, from a quantitative and qualitative analysis, we present a profile of poor girls welcomed between 1904 and 1930 at the São Vicente de Paulo Orphans’ Asylum, the main shelter institution in the state of Santa Catarina (Brazil) for girls. Later, we will describe the activities performed by the girls after leaving the institution. Among the activities performed by them, domestic services, teaching, and religious career stand out.

Resumen Este artículo tiene como objetivo demostrar que las acciones filantrópicas en favor de los niños y jóvenes pobres de Brasil se guiaron por discursos relacionados con el género y las relaciones de clase social. Inicialmente, a partir de un análisis cuantitativo y cualitativo, presentamos un perfil de niñas pobres acogidas entre 1904 y 1930 en el Asilo de Huérfanos de São Vicente de Paulo, la principal institución de acogida en el estado de Santa Catarina (Brasil) para niñas. Más adelante, describiremos las actividades realizadas por las niñas después de salir de la institución. Entre las actividades que realizan, destacan los servicios domésticos, la docencia y la carrera religiosa.
